Sorry, Jim. States are sovereign, not counties or towns. If a county in Virginia becomes a county in West Virginia, it will be because of the state of Virginia’s decision, not the county’s.
So no free agency, but this does not preclude a trade market.
On the other hand, West Virginia was created out of a constitutional dispute in 1863, so they have first-hand experience proving it possible.
Each state would have to enact a constitutional change allowing it, and then each free agency period, they would have to vote to approve or disapprove.
Special case: Virginia, having seceded, no longer had its sovereignty legally protected by the Constitution.
