    If people on the highways are “just passing through” as they say in the old Westerns, maybe that’s okay. But are they unlikely to stop along the way? Perhaps more than once? Food, fuel, etc.

    If you’re a small uninfected state next to or in between two larger infected states, that does sound risky.
