As I recall, the film has Bill Clinton turn down an opportunity to get Osama bin Laden on one occasion prior to the 9/11 attack.
This was actually a composite of several instances in which Bill Clinton had the chance to go after bin Laden, but chickened out — that is, refused to authorize the attack for one reason or another.
However, even a single instance was one too many for the Democrats, who threatened to retaliate against the network, as described in the podcast.
