    The “Wall” is just symbolism.  It does not deal with illegals already in the country.  Even if they got the money to build it – it would take years to build – well beyond Trump’s term(s).  And to be effective it needs to be manned and maintained.  The next Democrat president will just abandon it and let it decay.

    Changing the law (not executive orders) to use e-verify, and get rid of lottery and chain migration, would be hard to undo, even with the next Democrat president.

    I think the gang of eight/Rubio plan included an amnesty for almost all illegal aliens, and an increase in legal immigration.  Trump is talking about just the DACA illegal aliens, which is a much smaller number, and a decrease in legal immigration.

    The details were negotiable with the House- including legal immigration numbers, types of immigrants (skilled vs unskilled), and details of amnesty, which has always been inevitable (were we going to use the army to round up millions of people onto 200,000 buses and dump them over the border on a country that would not accept them?); de facto amnesty is in place right just it is impossible to do anything, whether nativists like it or not.  By screaming constantly about amnesty, etc., it was ensured that nothing would ever be accomplished to address the real problems, particularly chain  migration, etc.
