    Really interesting point about the nature of bureaucratic incentives.  Bureaucracy within larger bureaucracy seems to be a primary driver in mismanagement and dilution of protective effectiveness in this case.  As Bongino said, when Secret Service was under Treasury, you had nowhere to move as a protection specialist, but in DHS, you have a vast number of agencies to impress, move into and up, and, especially, get government service contracts if you leave the Service.  Funny how character can change with incentives and structure.

    One expansion of this change in Secret Service that popped up in the news reports was another cultural change, to a kinder, gentler Secret Service.  This, I think, can also be traced to the same big bureaucracy incentive factor because reports have come out of virtually every federal agency around their scandals that a culture had become pervasive of political correctness and progressive cultural ideology.  Whether you are a true believer or not, the only consistent way to get recognized in a bureaucracy is to actively toe the line.  It’s hard to stand out when you job is to “administrate,” that is, unless you find new things to administrate or can show the bosses how great you are at extra-administration of the things they want done.
