In Gotham, the villainous Master Disrupter Donald Trump descended the escalator from the dark and frightening past. Long thought to be forever vanquished on the day the oceans’ rise began to slow, the McDonalds-fueled old white male of too-much girth and too-long ties sent the Washington Establishment scrambling for a plan to vanquish their great nemesis.

Pressing the button beneath desk in the Oval Office, President Obama illuminated the night sky with the Deep State Signal depicting a haloed James Comey clenching a FISA warrant in his raised fist and the words “Quae sunt circa quam est hic” (“The Way Things Are Done Around Here”).

It has come to light that James Comey was already drafting a statement exonerating Hillary Clinton, prior to the conclusion of the FBI investigation and prior to Ms. Clinton and other key witnesses being interviewed. Former Congressman Jason Chaffetz has warned that Mr. Comey may have committed perjury in his testimony before Congress on the Clinton matter investigation. Someone needs to go through Comey’s congressional testimony on this. I’ll alert the media.

Three days ago, the FBI refused to honor a FOIA request on documents pertaining to the Clinton investigation and her misuse of classified information and state secrets, which she and many of her staff engaged in on the quite laughable grounds – wait for it – that there is not enough public interest to warrant the release of the documents.

Adam J. White joins Brian Anderson to discuss the “administrative state,” often described as the fourth branch of the federal government. Under the Obama administration, bureaucratic agencies were aggressively utilized to bypass congressional hostility to the progressive agenda.

In 2014, President Obama declared his “pen and phone” strategy: if the Republican-controlled Congress was unwilling to act on his priorities, he would sign executive orders directing federal agencies to enforce new rules or ignore existing ones. Environmental regulations, immigration reform, and Internet neutrality were just a few areas where the Obama administration directed agencies to make substantial policy changes.

I assume that everyone here has heard about the Rubber Room policy in the New York City schools. This policy, is designed to deal with teachers who, frequently for reasons of criminal behavior, cannot be put in a classroom. Union regulations prevent the schools from doing the obviously sensible thing and firing them, so they warehouse them, having them come to a room every day and just sit there, in exchange for their salary and benefits, and if they stay around long enough, their pension. The last time I heard, there are 3,000 of them.

It occurred to me that the same type of strategy might be very effective in helping the Trump administration deal with the problem of politically motivated leaks, and other resistance to the implementation of his policies, the issue that is being called the Deep State. I propose that Trump set up a Rubber Room for each department and agency within the federal government.
