    Maybe with Mayor Pete it’s similar to Kamala:  If she stays away from the border, then technically we may only be able to SUSPECT that she’s incompetent.  If she actually went to the border etc, and things didn’t improve or even got worse, then we’d KNOW that she’s incompetent.
