Unless I’m badly misunderstanding the voting process, all elections are state or local institutions, and it is up to state and local officials to determine the manner and processes of voting.
How would this H.R.-1 bill even pass constitutional muster?
If it were to pass, I can only imagine the number of lawsuits that it would engender.
The same way motor voter got through. Congress does have a lot of control over congressional elections. They make rules for congressional votes and if the state/local elections have different rules, then the states have to keep two sets of books. This is an administrative headache. So the states end up adopting the federal rules.
