    The best solution I heard – which is so sensible that it has on chance to be enacted – is to add “Pandemic” as claimable cause on Business Interruption Insurance – and then have the Fed bail out the insurance companies. Every business must carry this insurance, and I think this is the quickest way to get funds into the hands of small business with a minimum of waste, fraud and abuse.
