Typical “think tank” verbiage. Also for all the effort the US put into “Kremlinology” and trying to learn how the Russians thought, we still missed it by a mile…

As for Chinese students in US universities, here is a double barreled thought – no family members of the CCP can get a student Visa. I have heard it said the CCP is the real enemy so hit the CCP where it might hurt

“Tit for tat trade war against China is not a strategy”

No, it’s a strategy. It may not be the best possible strategy, it may be a suboptimal strategy, it may be a terrible idea. But it’s still definitionally a strategy. This wouldn’t irk me as much except by defining it as not a strategy you excuse yourself from explaining why it isn’t a good strategy. I’m left hearing “This is bad and I won’t tell you why.”

Thanks for the input, if I were putting my ideas up for a vote I’d consider it, but I’m more interested in reason and argument.

Agree with Barry and Hank – this was disappointingly ‘old Washington’ thinking. No humility about maybe we need to do something different, etc.
