The rule of thumb used to be that urban area election returns were before the rural areas. From what I’ve seen, it’s now reversed.
I think the reason is that the technology is now the same everywhere, and rural areas have many fewer precincts than urban areas. An area with 20 precincts will have x number of people in the board of elections office. An area with 200 precincts will not have 10x people in the board of elections office; so they will be slower in adding up the numbers.
