Amazing. We had a similar program with the sale of tax credits for spurious coal enhancement projects. But these were federal tax credits written into the federal tax code by the Carter administration. The list of tax credit buyers was a who’s who of the S & P 500. Fortunately, it had an end date in the legislation. The whole thing was completely useless and ridiculous, but billions of dollars changed hands and much ended up in the hands of the brokers.
