The dreamer bill you talked about sounds like the 1986 amnesty bill. There is amnesty with a fig leaf of enforcement. Spending some money on enforcement now does not mean they will continue spending. I think mandatory e-verify most effective way to discourage illegal immigration.
The Democrats in Congress, and mass immigration advocates, have been publicly pushing for a shutdown, but most government employees are Democrats, and most people who directly and immediately benefit from the government are Democrats. It would be hard for the MSM to blame it on the Republicans since the Democrats have been so vocal about it. Most of the Democrat base do not want a shutdown, so there will not be a shutdown. A shutdown is useful to Republicans only if it’s very clearly the fault of the Democrats.
