    I think there is a difference between killing a leader of a power we are in a shooting war with, and killing the leader of a power we are not in a shooting war with.

    As was pointed out, with President Obama, there was no lasting political advantage to whacking Laden.  I think in both cases, there were not hard calls for the Presidents to make.  If you have the opportunity to kill the “generals” in a war, you do it.  The voters see that.
