I think you are right that many of the people who still wear masks outside do so because the experts have said conflicting things. Also, sometimes they exaggerate to be on the side of “safety”. So people don’t know what’s what and they wear masks when they are not required. I think the opposite is also true. Because the experts have said conflicting things, many people don’t know what’s what and so they resist wearing masks, even when they are required. The problem is in large part with the experts.
