A correction to something John said: the size of the House of Representatives is not in the Constitution; it is set by law. It used to grow with population until it was fixed at 435 in the Apportionment Act of 1911. It can be changed at any time by simply passing another law.
@johnpodhoretz A correction: Theresa May did not govern with the help of the Scottish National Party (SNP), she came to an agreement with the Democratic Unionist Party (DUP) of Northern Ireland which gave her a majority of 1 in the House of Commons.
