As usual, that was an illuminating and entertaining podcast, but @johnpodhoretz‘s explanation of the provisions of the Concealed Carry Reciprocity Act was not correct.
Section 2 of the Act amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in a state that allows individuals to carry concealed firearms. It does not allow an individual to carry a concealed handgun into or possess a concealed handgun in a state that prohibits the carrying of concealed firearms.
For example, a licensed PA resident would be able to carry in VA, and a licensed VA resident would be able to carry in PA, but citizens of neither state would be allowed to carry in NY. (PA and VA already recognize each other’s carry permits, so the CCRA would not change anything for residents of those states who travel to the other.)
