Probably both. I believe that fundamentally social security is a ponzi scheme. To keep it afloat, we need to get back to the projected 4:1 worker to retiree ratio required (or whatever it is, the point being we are short of it). American citizens aren’t having enough children to keep our various fraudulent inter-generational transfers going.
