    It is interesting that so many thought Regan reduced the size of government. Epstein is the only one I have heard say “second derivative”. He reduced the rate at which government was growing. Regan also said something like the closest thing to eternal was a government program, and Richard is correct, that Regan’s folksy way hid a deep thinker.
