City,
This is a wonderful example of Hayek’s fatal conceit. The traditional top-down command setting of parking pricing (tax) is a lose-lose proposition. By switching to a real market priced parking system it makes more parking available at more times. There is something about market pricing that can’t be emulated by preconceived bureaucratic fiat.
