The erroneous apostrophe in the sign’s last sentence really bothers me.

Yes, it should be plural: owners’.
I don’t see that as wrong in that case; it is a possessive, not plural — and not necessarily plural.
What is “the small business owner” possessing in that sentence?
The way I reading, he is identifying his business/work.

It’s the same story all over the place, especially the restaurant biz. A ton of them are closing Sun/Mon, or Mon/Tues just to give the few employees they have some time off. Tons of empty tables everywhere and still 45 min waits. My girlfriend’s brother is a restaurant manager and said what you don’t see is worse……front of house may be staffed (short staffed) but there may be only one or two cooks working. The obvious fact that inflated unemployment benefits are the primary cause of this is not lost on anyone, despite Biden’s labor department’s claims.
Paying people to stay home instead of going to work means less available workers???

True, but in this case, not applicable. The final line is the closing of a message. Hence, it should be a statement that identifies the sender of the message, not an action the sender is taking. It’d be fine if he’d said, “the small business owner who’s working 17 hours…” or “the small business owners who’re working…” The latter would’ve been correct (albeit wordy) and gotten some double-takes to boot. I tend to think it is supposed to be plural. It’s interesting to see the first post and its contents reflecting my first thoughts as well.
And then there’s the missing apostrophe before the “bodacious [CoC]”
