Seriously, love this. I mean, it is simple and makes sense.
It is already established in American tort law, that the proprietor of a parking lot or walkway can be held liable for damages accruing from crimes committed on his lot if there was inadequate lighting. Lighting does matter.
My only reservation is that I like large dark spots free of light pollution so I can see the stars and planets. Too much light can be a downer for amateur astronomers.
Also insurance companies require it for businesses or commercial properties
