He Is Not Fit To Command

The “He” in the title is President Biden. He is not alone. There are mayors, and prosecutors in the United States that are not fit for the offices they hold.

Political rallies in Portland that took place recently featured two gunfights. The failure to deal with violence, and prosecute criminals over the past year is destroying Portland. The failure to allow police officers to enforce the law, and the failure to prosecute criminal behavior is not just leading to disaster, it is a disaster.

The Bagram air base is about 31.5 miles from Kabul. Fortified, two runways, and the infrastructure to support troops as well as military air support. The second runway could have been used to evacuate Americans, as well as our European, and Afghan allies. The decision was made to close Bagram and to funnel everyone into a one runway airport inside Kabul. An airport that has now become a terrorist kill zone.

There is no court-martial remedy for the removal of President Biden, there is impeachment as a first step to remove him from office. I doubt that will happen. Congressional and Senate leaders ignored multiple requests from the Capitol Hill police to take steps to protect the Capitol before January 6. These leaders could not bring themselves to protect one building, so it should come as no surprise that they cannot protect a nation.

After the next election, which will be rampant with fraud enough to insure Democrat control of both houses and in the next election the White House, we have to separate or the Chinese will not allow us to have a future.  They’re in charge, but the democrats are so corrupt and stupid they don’t even know it.  We have to be prepared to separate after election fraud becomes obvious, but have to be prepared to do so prior to the election.  We don’t accept the notion because it’ll be incredibly difficult and  would appear to embolden and empower the Chinese, but it’s very clear they are already in charge, it’s just easy so far because the Democrats and many Republicans are completely unaware of what is going on.

Apparently the Biden administration late yesterday issued a warning that there will be another attack on the Kabul airport within 24 hours. The alert is dated “August 28,” but I have no idea what the exact time frame is since there was no time given for when it was issued.

So the U.S. embassy and State Department have already shut the airport down. What will happen to all the people in the neighborhood of the airport? Where are they going to go now? Will the terrorists trap them?

The constant changing of the dates is so reminiscent of how the Nazis operated.

Biden has got to go. Why haven’t the Minority Leaders in both houses called for an emergency session of Congress?

If all it takes is a “threat” of an attack, then ISIS etc can keep it shut down indefinitely.

If Biden is not “fit” to command due to neurological issues, then the proper route would be under the 25th Amendment.  The first paragraph of Section 4 of the 25th Amendment states:

Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

The solution would be for Congress to appoint such a group of psychiatrists and psychologists.  If Biden is not “fit” that will come out quickly in a Mental Status Examination.  My guess is that Biden will have a poor score, and they will be able to tell him that this is a progressive disease.

Ronald Reagan wrote to the nation after his diagnosis.  Margaret Thatcher had an incredible eulogy at Reagan’s funeral which was taped and played while she was there, as she was aware that she might not be able to pull it off given the progress of her diagnosis.

The more I learn about this, generally, it makes it look like there has to be something wrong with him. I forget what I saw but it sounds like the military was against this. Wouldn’t you like to put Jill under oath?

    Then there is this:

    @washingtonpost

⁩ reports that Taliban offered to stay out of Kabul and let US forces secure the city. We told them we only needed the airport. We could have controlled the airport and Kabul and evacuated everyone but chose not to. The incompetence is stunning

Frankly, all it takes is a cabal:

…Vice President and a majority of either the principal officers of the executive departments or…

That “or” is utterly disjunctive.  So when the appointed conditions have been met, the rolling coup will simply install Harris and flush Biden with any debacle and the $5Trillion millstone.  As planned.  Congress doesn’t have to lift a finger, and the American public will call everything up to that point Biden’s fault.

The Republic fell during Trump’s term, yes, but only because the deep state mutinied against the last elected President.

It might be better for the country if Republicans don’t do anything to help the Dims try to bury their malfeasance etc.  If they get Biden out of office, they can claim that everything that’s happened has been “adjudicated” and time to “move along.”

I believe that it would be valuable for you to know what a Mental Status Examination is.  I addressed this in https://ricochet.com/1030568/the-25th-amendment/#comment-5704370.

Here is a quick summary of a mental status exam.  These are easy things to answer, if you have your facilities.  https://www.merckmanuals.com/professional/neurologic-disorders/neurologic-examination/how-to-assess-mental-status

The parameters of cognitive function to be tested and examples of how to test them include the following:

    Orientation

Test the 3 parameters of orientation:

    • Person (What is your name?)

    • Time (What is today’s date?)

    • Place (What is the name of this place?)

    Short-term memory

Ask the patient to recall 3 objects after about 2 to 5 min.

    Long-term memory

Ask the patient a question about the past, such as “What color suit did you wear at your wedding?” or “What was the make of your first car?”

    Math

Use any simple mathematical test. Serial 7s are common: The patient is asked to start with 100 and to subtract 7, then 7 from 93, etc. Alternatively, ask how many nickels are in $1.35.

    Word finding

Ask the patient to name as many objects in a single category, such as articles of clothing or animals, as possible in 1 min.

    Attention and concentration

Ask the patient to spell a 5-letter word forward and backward. “World” is commonly used.

    Naming objects

Present an object, such as a pen, book, or ruler, and ask the patient to name the object and a part of it.

    Following commands

Start with a 1-step command, such as “Touch your nose with your right hand.” Then test a 3-step command, such as “Take this piece of paper in your right hand. Fold it in half. Put the paper on the floor.”

    Writing

Ask the patient to write a sentence. The sentence should contain a subject and an object and should make sense. Spelling errors should be ignored.

    Spatial orientation

Ask the patient to draw a house or a clock and mark the clock with a specific time. Or ask the patient to draw 2 intersecting pentagons.

    Abstract reasoning

Ask the patient to identify a unifying theme between 3 or 4 objects (eg, all are fruit, all are vehicles of transportation, all are musical instruments). Ask the patient to interpret a moderately challenging proverb, such as “People who live in glass houses should not throw stones.”

    Judgment

Ask the patient about a hypothetical situation requiring good judgment, such as “What would you do if you found a stamped letter on the sidewalk?” Placing it in the mailbox is the correct answer; opening the letter suggests a personality disorder.

    Yes.

The Constitution clearly says that if the president is accused of incapacity, they can install the VP as Acting president.  The president can then argue that he is not incapacitated.  “[Upon] his written declaration that no inability exists, he shall resume the powers and duties of his office unless…”  the Congress may then “transmit within four days … their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling…”

Congress has the undefined authority to “decide the issue”.

    It doesn’t say.

Section 4 does say, “Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties…”

And also, “Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days…”

It looks like the procedure involves passing a simple law, presumably with as little strictness as a simple majority.  I also suppose that technically Congress could invest by law the disposition of the matter, including permanently removing the president’s presidential powers, to a committee of a composition (not necessarily legislators) that is specified by the ad hoc law they have just passed.  This seems unlikely, but it would insulate every legislator from taking the heat for disempowering the elected president.

It must be by a 2/3 vote in both the House and the Senate.  But if Biden scores only a 21 on the MSE, it would be hard to look past that, especially when dementia is a progressive illness.

Before Nixon resigned, he was visited by the Republican leaders in the House and Senate, and the last Republican candidate for President Barry Goldwater.  I would assume that the Democrat leaders in the House and Senate, and the last Democrat President, Barack Obama, would all visit Joe Biden.

    It’s in the 25th Amendment.

Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.

The 25th Amendment way isn’t permanent though. Impeachment or resignation seem to be the only way to get a President out of office, besides the feet first method.

Last summer, Biden’s doctor said that he’d tested him for everything except for cognition. That’s was a loud warning to everyone that he wouldn’t have passed that test. It’s been clear for two years that he’s losing whatever mental abilities he once had. Giuliani recently said that a friend decades ago told him that Biden was the stupidest person in his law school class and he’d had to cheat to graduate. People who supported him last year did so in spite of abundant evidence that he was not up to the job even before his recent decline.

When a presidential candidate spends something between 50 and 75% of the campaign hiding in his house and the MSM says nothing, it’s a pretty good indication that the fix is in.  They were so hot to screw Trump that they didn’t even consider what sort of president Biden might be.

Yup — this is the problem — not Biden himself.  The deep state and numerous foreign leaders/figures all played along with the charade.  Only now is the long-obvious truth making it into comments.  Biden says he’s going to hold a grudge against the UK?  What’s he going to do — abandon them on the battlefield?

People who supported him last year did so in spite of abundant evidence that he was not up to the job even before his recent decline.

When a presidential candidate spends something between 50 and 75% of the campaign hiding in his house and the MSM says nothing, it’s a pretty good indication that the fix is in. They were so hot to screw Trump that they didn’t even consider what sort of president Biden might be.

    Yup.  Talk about myopic.

The solution would be for Congress to appoint such a group of psychiatrists and psychologists.

No. No “bipartisan” (meaning Democrat) commissions or groups or studies or any of that. Tired of Congress continually failing to do the things they were hired to do. Congress shouldn’t need a bunch of “experts” (meaning Deep State shills) to tell them what is plainly obvious: the President is unfit to serve.

And to think they had no problem impeaching our previous President for the actions of Joe Biden. How about impeaching Joe Biden for the actions of Joe Biden? Think they can handle that?
