John’s comparison between the government shutdown and impeachment is incorrect. Impeachment requires active passing of a law; a government shutdown merely requires that you not successfully pass a law that, say, increases the debt ceiling.
So when Boehner allowed the government shutdown despite his opposition to it, it was because he couldn’t pass a law to prvent it; if Pelosi is stubborn enough, nothing her caucus does can force her to allow a vote on an impeachment bill.
