Earlier today, a White House spokesman announced that President Obama would address a joint session of Congress next Wednesday evening.  Now the Speaker of the House has sent the president a letter suggesting Thursday evening instead--and thereby very politely pointing out that the Constitution grants the president no authority whatsoever to call Congress into session.  To the contrary.  When the chief executive wishes to address a joint session, he must wait for Congress to invite him

On behalf of our constitutional order, John Boehner, pushing back.

Lord, I love that man.

So much for that constitutional scholar schtick.

Which makes it even more delicious.  Do you think for even an instant that Obama's team wasn't deliberately trying to schedule it for the same time as the debate?

Diane Ellis, Ed.

You left the best part about this story out!  On Wednesday, the night Obama originally planned his speech for, the Republican presidential hopefuls will be debating at the Reagan library!  So Boehner pointing to Constitutional protocol for the way Congress and the President relate wasn't an end in itself, but just a means to shoving Obama off the stage on a night important to Republicans.

Ah, Trace beat me to it!

The gall of Obama was remedied pretty efficiently, I think.

But that's why Boehner is a top politician and I'm just a guy from Philly. My letter would have been a little different ...

"Dear Mr. President,

If you think we're going to sit through another condescending lecture from a clueless and arrogant prima donna, think again."

Then, the tone would have gone downhill from there.

I think we may be looking at a future ambassador here.

This suits me fine (though I don't think Obama will accept the offered date).

I would love to have most of the country (and most of the Congress glued to laptops with Slingbox), otherwise busy during Obama's thud.

By the way, I am certain that Boehner and his staff were well aware that there was a conflict on Thursday night.  This was an extra tweak on their part.

I love the way Boehner took care of the political problem by invoking Constitutional means.  I bet that Daley, Plouffe, and Axelrod thought they had a brilliant Machiavellian plan, and also had no idea that Congress had the exclusive authority to set the dates.

Actually, I bet that Obama didn't know that either.

I suggest that all loyal Republicans wear a black lapel ribbon to the speech to let the President know that if his jobs plan adds dollar one to the national debt, it is DOA in the House and likely DOA in the Senate.  We're gonna be blamed for thwarting his plans in any case, so I say, if he thinks this is his chance to set us up for the sucker punch, let's tuck in our chins and let him know we're ready for a fight.

Is there any precedent for this kind of public tussle over whether and when a president addresses a joint session of Congress?

I believe Thursday is the opening night of the NFL.  I will be watching football, and I am not a football fan.

The debate Wednesday night is at the Reagan Library and under the auspices if not presence of Nancy Reagan. To try to upstage that was extraordinarily crass or at least politically inept. I hope it will be Thursday night. It will get the ratings it deserves competing with the start of the NFL season.
