The Bad and the Ugly in the 112th Congress
First, there’s the embarrassing:
"Two House Republicans have cast votes as members of the 112th Congress, but were not sworn in on Wednesday, a violation of the Constitution on the same day that the GOP had the document read from the podium. The Republicans, incumbent Pete Sessions of Texas and freshman Mike Fitzpatrick, missed the swearing in, but watched it on television from the Capitol Visitors Center."
"There is no provision in the Constitution for a remote swearing-in by television."
Then there’s the ludicrous:
Roll Call notes it's unclear whether Democrats "will force the chamber to restart the entire process of opening the new Congress. That would result in a delay of the health care repeal vote for several days."

The GOP could demonstrate their seriousness by tying the repeal of ObamaCare to raising the debt limit. Failure to do so tells us that the GOP accepts the price of ObamaCare.
If the tie is made the Democrats must choose which is most important; the debt limit or ObamaCare.

I find it astonishing. I would sure like to know why those two missed the swearing in ceremony to begin with. In any event, if they have to re-start with the entire congress, rather than just those two, it shouldn't take more than an hour to accomplish. What happens when they have a special election? They don't swear the entire House in that situation.
