The Iranian government has concerns besides the Saudi ambassador. Squirt Guns. A number of people were arrested this summer for participating in water fights.
Following the two incidents, General Ahmad Rouzbahani, head of Iran's morality police, warned that police "will act forcefully" against similar behavior and would not allow such events to happen in public places, or anywhere across the country."
Apparently this is part of a broader effort to destroy a more sinister and pervasive enemy: fun.

We should avail ourselves of our all-powerful Arsenal of Democracy and start airlifting thousands upon thousands of our Chinese-made water guns into Persia to arm the oppressed and benighted citizens.

Since water balloons are dual purposed, are they considered fun for throwing or utilitarian for water storage?

Hatred of women, hatred of Christians, hatred of Jews, hatred of sex, hatred of the other Sunni/Shia/ groups, ... and of course hatred of fun. Can't imagine the all the Persians of the past were like this lot of haters.
What a wonderful life these frustrated Mullah's must leave, claiming to cling ever closer to Allah, but inevitably moving ever further from life. They used their own children as mine sweepers in the Iran/Iraq war, blow up our soldiers with IED's, sponsor Hezbollah, Hamas, and other despot regimes..
Too bad we have let them get atomic bombs, as their record is clear.
