Drug and alcohol abuse rates are higher in the District than anywhere else in the country, and experts say the wide availability of drugs, high stress levels and difficulties getting abusers into treatment fuel the city's persistently stratospheric rates.

I had an economics professor who used to argue that new Members of Congress should receive cash, blow and female accompaniment upon election to office. He figured that this would keep them too busy to write disastrous laws that destroy the economy.
Unfortunately, it seems as if this plan has gone into effect but with the opposite results.

It took a study? In every government office I have ever been in while visiting DC - every closet, every desk had a bar.

There were always bottles everywhere. Nancy's bar tab was amazing, not because it was such a large number but because it showed any restraint. Has anyone seen a recent picture of Hillary Clinton? Dang! I've seen some hard core drinkers living on the side of the road that didn't look as bad.

I can only report what my professor said! It did occur to me that there was a flaw in his plan.

 Have you ever watched old movies?  Guys reach into their coat pockets and pull out flasks.  Was that ever a common thing or was it just Hollywood?  I'm too young too answer this question and I am not young.  Any fossils out there?

Nice theory.  But when the facts don't fit the theory, you have to try a new theory. Here's mine:  Let all the Dems keep the "substances," but vote them out of office (especially "the One"). They're happy, and I think we would be happier too.

Much as I'd like to say this is all Congress, I kind of think we've got to keep in mind that DC is a mix of an underclass (roughly, the East half) and over-achieving yuppies in their 20s working in the policy and rent-seeking industries. Neither group exactly spells clean living. Here's a map of single mothers in DC, which is as good as anything for showing social dysfunction.

Still happens. You can get one on Amazon, among many other places. By the 60s using one in public would raise questions because of an association with alcoholism. Obviously, it can be used as a canteen as easily as for alcohol, for far less than that bottled water addiction.
