I have actually had similar thought to Professor Epstein. Hockey does penalties right. The power play significantly changes the balance of the game, creating one team that is clearly on offense and putting the other team on defense. And the increased scoring chance is measurable. A good team will score a goal about on about 20% of their power plays, which is much higher than your average 2-minute span of even strength play.

What I didn't realize is that soccer already has a power play, except it follows a red card. The offending team plays down a man for the rest of the game. But because it's so hard to score to begin with, playing 11 on 10 hardly makes a difference. I would up the ante so that a penalty removes two players from the field.
