One day, when I am the last person alive on this planet, I'm going to publish a book called "Off the Record." Because you've got to believe me, the stuff people tell me off the record is the best part.

Sadly, I must wait until everyone concerned is dead.

That's really all I can say about that.

A prominent Democratic politician told me once that the media gives us about 10% of what's really going on. Not because, as now, they are wedded to one party, but because "they just don't know." The off-the-record stuff you hear is just part of that whole picture. With luck, historians down the road may capture the greater share of it. Take FDR, for example. Sixty-five years down the road and we're still pretty much in the dark about how he secretly maneuvered us -- rightly so, by the way --into war with Japan.

Being a non-sophisticated main-streeter I have to ask is “off the record” close to “I’m going to tell you something, but don’t repeat it”? When told the latter, I always assume that what I am hearing is a half-truth that a person wants to ensure is passed on in one form or another.

Totally--but sometimes it's not a half truth. Sometimes it's a non-truth. And sometimes it's the whole truth. Whatever it is, the person saying it doesn't want to be known for saying it.
