Krugman could be right but....
It's generally believed that the Great Depression ended because of WWII. Almost, but not quite, true. The depression ended when FDR stopped bashing business and experimenting with socialism and told industry to get ready for the war that was coming.
If Krugman's aliens inspired Obama to repeal... well everything, to inspire the rapid development of alien repellant machines by free enterprise it might just fix our economy.
And, since Krugman is from outer space he should know.
