Reminds me of a Vietnamese restaurant called "Vina" located here in Minneapolis. The building was once part of the chain of "Arthur Treacher's Fish & Chips" shops which you can tell by the oversized signature English lampost in the parking lot.

If memory serves, that particular "Best of Philly" did used to be a Taco Bell. And when did you drop by Phoenix?

Here's one in Marina Del Rey, CA. After it was Taco Bell it was a BBQ chicken place, then a sushi place, now it's Thai.
Bonus: Places that used to be iHops. This is right up the street from the Thai place. Now a really good restaurant called A-Frame.
