Not to toot my own horn, but after writing my comment, I looked up Ms. Richardson in Wikipedia. Here's what the last paragraph said:
"Rep. Richardson was presiding speaker of the house during the November 29, 2010 lame-duck session of Congress. She can be seen initially refusing to recognize, then relenting to allow another representative to talk. Comically, she is almost constantly looking to her right, as house aides tell her what to say off microphone."
Wonder when that will be edited out.

I admire Rep Buyer's restraint. I would have been tempted to walk right up to the speaker and ask how the weather is up there. Obviously the oxygen is rather thin at that lofty elevation, making clear thought all the more difficult. Perhaps medics should have been summoned.

I'm not one to leap at Bible verses, but in this case Isaiah 59:4 rushed into mind:
