Since 9/11 a child's balloon can't fly over the District of Columbia without every armed service honcho or special ops spook knowing and approving of it. The light was an experimental drone or helicopter of some kind. If it weren't, fighter jets would have scrambled to intercept it, and they would be seen also.
I just happened to visit the Smithsonian Air & Space Museum in D.C. on Saturday - which is awe-inspiring and almost overwhelming; a genuine must-see - and they had on display exotic Predator drones of many kinds. They're capable of doing things a manned plane isn't capable of, due to weight and G-forces. Different technologies can be tested safely without loss of life.
One of them has never been seen by the public before, and certainly isn't generally known: A stealth fighter/bomber which could carry heavy ordnance at Mach speeds.

Actually it was a clandestine demonstration of a new green energy initiative: blue green electricity. Using special gold and platnum wire strung up and down the entire length of the Intercoastal Waterway, the elecrolyte-rich salt marshes of the Atlantic coast can be made to produce more than nine watts of pure, clean electrical power. This new technology will create nearly a million new jobs by 2013.
