I've been on a foreign affairs kick on The Bottom Line, talking with Carnegie's Matt Rojansky about the politics of START and with Chuck DeVore about the trouble in the Far East. And since I'm Ricochet's resident Russia squish, here's the Russian Foreign Ministry's own director of policy planning, stirring the pot in The Moscow Times:

Russia will never knock at the alliance’s door, but if NATO invites Russia to join, it will be difficult to decline.

Since the Russians know full well that NATO would never make that offer, they can make themselves appear friendly while never having to prove it.
