Jim Swift: No such answer will ever exist. I worked in Congress at that time, and I can vouch that they don't collect stats on things like that. In direct Congressional costs, probably a few million bucks.

Jim Swift: Think of the thousands of staffers who spent time proposing amendments and writing it, the legal counsels in the non-partisan offices working on the technocratic details. The CBO and like staffers estimating costs... etc. But that's not the real issue, IMHO. The cost of the bill is far, far worse.
