Do people on Reality TV Shows like Pawn Stars get Paid?

So for those that work in Hollywood, it seems to me that to have me show up on TV, I have to sign a waver of some sort. The thing is, doesn't that put me in some sort of competition with real actors, and does SAG gave something to say about that?
My question is, who gets paid? The Main "characters" on the show, the walk up people? Does COPS pay people to be on TV (I mean why sign the waver otherwise)?
