I'm listening to the UK with Dennis Prager.

He mentions Somali taxi drivers at the airport in Minnesota that refuse passengers with alcohol or dogs.

Question:

Are the taxis from companies?  Or are they city run?  Or are they independent contractors or owner-operators?  How does that work in Minnesota?
