Does anyone know if Obamacare contains any mandate that would require healthplans and employers to offer free condoms to men?

It doesn't appear to mandate contraceptive drugs, devices, or services for men. 

This is according to the rules published in August 2011 by the Dept. of Health and Human Services, which only mentions their availability to women.
