I have a relative who is missing some toes and has neuropathy that affects his upper legs. He "seems" to walk perfectly fine, but it is painful and requires a lot of effort. He sometimes gets diabetic ulcers on his feet, and is instructed by his doctor to walk as little as possible to facilitate healing. Of course. But the fact remains, 95% of the time, those spaces go unused or go to people that are gaming the system somehow. In New York City, for example, being on a special disability list gives you massively expanded parking rights, almost as much as a cop car. I wonder how many people on that list are actually disabled.
