I don't think conscription necessarily means forcing anyone to fight. There are a lot of things that need doing besides physically hurting people.

In Massachusetts I emailed the local city hall and asked for a voter registration card and they sent me one in the mail and all I had to do was write which party I wanted to affiliate with and send it back.

 I was not trying to make up a name or non existent person but the way the board of elections accepted this without proof of identity sure seemed like a potential for fraud.
